Talk to Roger

You can find out about Bill Sutton by asking one of the three people who can be found at Warwick Manor. These people are Wally Warwick, Janie Warwick and June Warwick. During each of these conversations, you can use high Charisma for a special dialogue option, but even without that, you will be pointed to Cedric Hopton and you will know where to find him.

Bribe Cedric or use persuasion

You have to get to the location of Goodneighbor. When you reach your destination, go to the Third Rail building and go down to the bar on the lower floor. Find Cedric Hopton and talk to him. At the end of the conversation, you can act in two main ways - you can bribe Cedric with 500 bottle caps or use high charisma and convince him that another person's life is in danger.

You can use Charisma to convince Bill to put down his gun

Leave Goodneighbor and return to Warwick Manor. Enter the main building, where you will see a scene during which Bill Sutton intends to shoot Roger Warwick. You can use Charisma to resolve a crisis situation and support Roger. This will convince Bill to put down his gun and change his mind. If you don't want or can't use the unique dialog option, then you will be forced to kill Bill Sutton. Try to do it quickly so that he doesn't have the opportunity to hurt other people in the area. For solving the problem, you will receive 250 bottle caps.
